During the permitting of the proposed mine expeinsion, CEC will
essentially need to revisit the topics in the current PHC section
of the permit, addressing potential impacts of the: proposed mining
on each of those topics. While baseline collection and monitoring
points could be installed in relation to only the first three
panels, CEC should also consider the need to monitor potential
impacts of any additional mining to the north of the first three
panels.
The most pressing topics which will need to be addressed in the
permit revision are,
1. subsidence predictions, monitoring and/or control plan,
2. roof, floor, and coal seam analysis in relation to
possible hydrologic impacts and refuse considerations,
3. mine water inflow projections, as affected by H seam
mining,
4. impacts of H seam mining on ground and alluvial aquifers
both during and after mining and,
5. characterization and impacts of potential post-mine
discharges of mine water on the hydrologiic balance of the
area.
I hope this information is helpful in your plann:inq efforts. We
will be happy to discuss CEC's permitting plans during our meeting
on July 18, 1994. If you have any questions prior to the meeting,
call me or Janet Binns.
Sincerely,

Larry P.
