Long <br />Division Dneao~ <br />(C-81-044) <br />When we recently discussed Cyprus Empire's plans for possible <br />expansion of the Eagle Mine, I told you our staff would offer some <br />guidance as to what facets of baseline data collection would be <br />necessary prior to submittal of permit revisions. Here is a <br />summary of my thoughts, along with the enclosed memo by Barbara <br />Pavlik which discusses hydrology matters. <br />You proposed a scenario in which CEC would submit a series of three <br />technical revisions. The first two revisions would address <br />extension of main entries and development of a z•ock tunnel up to <br />the H seam. A third revision would permit three new longwall <br />panels and addition of associated acreage to the :permit area. The <br />development work could be permitted by one or two technical <br />revisions. However, permitting the new longwall panels would <br />appear to entail addition of 1200-1500 acres to the permit area and <br />mining of a new coal seam in a previously unmined area. This is a <br />significant alteration of the current permit which should be done <br />by means of a permit revision. <br />As I mentioned earlier, it appears that the time :Frames associated <br />with review of two TR's and a PR would not interfere with the <br />projected time frames CEC is considering. The most critical <br />consideration in regard to time, is the adequate collection of <br />required baseline data. Please refer to Barbara's enclosed memo <br />for a general outline of the hydrology baseline topics which should <br />be addressed. CEC will need to collect data over a one year period <br />adequate to characterize the aquifers, streams, and springs <br />mentioned in the memo prior to developing the longwall panels. <br />
