C. Methods to measure herbaceous cover and production, species <br />diversity, and woody plant density are discussed in Section 2.05.4 <br />of the approved permit application package. These techniques <br />include comparison to a reference area and previously determined <br />standards. The Division approved of these techniques (4.15.7(1)). <br />D. Comparisons between reclaimed and undisturbed areas, in order to <br />demonstrate that success criteria of 4.15.8, 4.15.9, or 4.15.10 <br />have been met, will be based on the following: <br />Revegetation will be considered successful for cover when the <br />percent total cover for the reclaimed area is greater than or equal <br />to 90 percent of the total cover measured for the reference area at <br />a 90 percent confidence level. <br />Herbaceous productivity will be measured in the reference area and <br />reclaimed area by clipping within randomly located square meter <br />quadrants according to methods described by Cook and Bonham <br />(1977). Clipped samples will be segregated by life form. <br />Statistical sample adequacy for total herbaceous production will be <br />considered successful when reclaimed area herbaceous production is <br />greater than or equal to 90 percent of the Seneca II Mountain Shrub <br />reference area herbaceous production at a 90 percent confidence <br />level. <br />On the land owned by John Eilts, woody plant density will be <br />determined by counting all woody stems within 50-foot by 50-foot <br />quadrants randomly located in conjunction with cover and production <br />sampling locations. Revegetation will be considered successful if <br />the overall average woody plant density on the reclaimed area is <br />greater than or equal to 500 stems per acre. There is no woody <br />plant requirement for the land owned by Grassy Creek Coal Company. <br />In 1991, the Division approved Technical Revision No. 10 to <br />eliminate the requirement. This decision was based on landowner <br />request, post-mining land use considerations, the concurrence of <br />the Colorado Division of Wildlife, and the limited aerial extent of <br />the Grassy Creek land. <br />Determination of species diversity will be based on vegetation <br />cover data. Revegetation will be considered successful if the data <br />demonstrate the presence of at lease five perennial species with <br />relative importance of at least three percent, with all of these <br />species combined not exceeding 45 percent relative importance nor <br />any one of these species exceeding 40 percent relative importance. <br />The Division approved the basis for this comparison <br />E. The Division approved of the reference areas which the applicant <br />has selected based on the requirements of Rule 4.15.7(3). <br />This reference area is located in a mountain shrub community at the <br />Seneca II Mine, which is immediately adjacent to the Meadows No. 1 <br />Mine.
