dilution of mine water discharges, and 3) data collected from 1980 <br />to 1985 indicated no mine-related impacts to the Yampa River. <br />IV. Backfilling and Grading <br />The pit area was backfilled and regraded according to the approved <br />reclamation plan in 1983. Sixty percent of the reclamation performance <br />bond was released accordingly in 1985. <br />A. The applicant submitted a plan for reclamation of excessive rills <br />and gullies. This plan was approved by the Division and will <br />continue in effect throughout the next permit term. <br />B. During reclamation, the post-mining topography of the mine pit was <br />configured in such a manner so as to create a relatively flat area <br />and correspondingly steepened areas, to better serve the approved <br />post-mining land use. The permittee prepared a geotechnical <br />analysis which indicated that such a modification would not present <br />a significant risk to overall geomorphic stability of the <br />backfilled area. The Division determined that these topographic <br />alterations would not alter the findings presented in the <br />Division's Cumulative Hydrolic Impact Statement, contained in the <br />May 26, 1983 and September 7, 1988 Decision Packages. The <br />topographic alterations did not change any drainage patterns or <br />otherwise affect the surface water or ground water hydrologic <br />regime. The analysis indicated that the possibility for shallow <br />surficial failures would increase. For this reason the Division <br />believes it prudent to continue the following stipulation: <br />Stipulation No. 6 <br />THE PERMITTEE SHALL REGULARLY MONITOR THE SURFACE STABILITY OF <br />THE BACKFILLED AREA OF THE MEADOWS N0. 1 MINE, REPRESENTED IN <br />TECHNICAL REVISION N0. 2. THE PERMITTEE SHALL CONTINUE TO <br />SUBMIT THESE MONITORING REPORTS AND A SUMMARY OF SUCH <br />OBSERVATIONS ANNUALLY TO THE DIVISION. SHOULD STABILITY <br />PROBLEMS ARISE, THE PERMITTEE WILL RECTIFY SUCH PROBLEMS AS <br />DIRECTED BY THE DIVISION. <br />V. Reveqetation <br />A. The Division approved the use of introduced species in the <br />reclamation seed mix. The applicant has submitted information <br />which shows that the introduced species are desirable and necessary <br />to achieve the approved post-mining land use, and are not poisonous <br />or noxious (4.15.2>. <br />The following introduced species were approved for use in <br />revegetation of the Meadows No. 1 Mine: Pubescent Wheatgrass, Hard <br />Fescue, Cicer Milkvetch, Meadow Brome, and Alsike Clover. <br />8.
