Mr. Gilbert F. Rindahl
August 12, 1981
Page -4-

result in unique reclamation problems? How will the tailings be
sampled before revegetation is attempted? The tailings should be
free of cyanide.
~5. All shafts rehabilitated and used in underground mining should be
sealed, and the areas around them (if not the actual shaft areas
themselves) should be topsoiled and planted.
~6. Since the permit area is to be 9 acres, and all of this is to be
reclaimed, why is only 5 acres mentioned in the recommendation
sheet from the Soil Conservation Service?
7. Presumably, all buildings, including the mill and any other structures
/~. associated with the milling and taiiings disposal operation will be
removed in reclamation. Please clarify this.
~`zt` 8. The shutdown, detoxfication procedures for the mill and all tailings
~,s, areas should be described in detail.
d
Exhibit G
N ~~~ The agreement given seems to be an unsigned copy. An actual signed
notarized affidavit; agreement, or deed that shows legal right to
enter should be submitted to the Division.
Exhibit H
1. The reclamation costs are calculated on the basis of 6 acres to be
reclaimed. However, the permit is to be for 9 acres, and the recla-
mation plan is to reclaim (with grading and revegetation) the entire
permit area. This should increase the costs by 50q alone.
2. The tailings disposal areas may require special reclamation treatment,
6 vi. as may the mine shafts. This would also increase the costs.
3• The seed mix, if made more complex, migh_ also 6e more costly, also
increasing reclamation costs.
4. Fertilization costs should be added to the reclamation costs.
5 A cost of $150/acre for all backfilling and grading seems somewhat
p•~f . low.
6. Topsoil placement costs have not been shown in this exhibit.
7. The costs of dismantling buiddings and detoxification procedures
have not been shown in this exhibit.
8. Considering all the factors listed above, I fee that the maximum
bond of $5,000.00 should be recommended to the Board.
J`~~ 1
S~ hJ^/
