Much more detail is also needed on the tailings disposal system to <br />be used in connection with the mill. The following items should be <br />addressed in detail: <br />a. What is the difference between the "proposed tailings <br />ponds" and the "proposed tailings areas"? If the ponds <br />~~ are to be a first stage with the tailings then moved [o the <br />areas as the ponds are mucked out periodically, this process <br />should be described in detail. <br />b. The design, locations, placement specifications and field <br />controls for the spent tailings should be described and <br />illustrated. This would include, for example, acid drainage <br />potential, liner thicknesses and compositions for tailings <br />ponds and areas, heavy metal contamination, lift heights if <br />tailings are mucked, degree of compaction or use of compaction <br />proctors, use of containment berms, etc. <br />gad c. How will the tailings be sampled (e.g. grab samples)and <br />~ Pt',•y for what constituents, prior to placement) <br />5°~ d. The tailings ponds should be described in detail. For <br />a example, what backup systems have been instituted; what is <br />rfceEi,~ls°~the reserve capacity of the ponds; to what storm are they <br />r"~,<<°" designed; details of pond dam construction; etc. <br />2 e. There should be certification by a professional engineer for <br />ail tailings disposal facilities as to design and construction. <br />~f. If the existing tailings ponds are to be used in the operation, <br />their use should be described in detail. <br />~Jp <br />E~1 ~~ 3. How will toxic materials be handled on site (e.g., security, storage, <br />~~r.'1`' fencing, dry storage methods, etc.)? <br />4. ty The actual 9 acres of affected land, including all facilities associated <br />~a~~-~~M with the operation, should be outlined on all maps. Adjacent land- <br />owners should be shown. <br />X5. All roads that are constructed or significantly improved and enlarged <br />should be shown on the map, included in the affected land, and reclaimed. <br />x6. All parts of the affected land with topsoil should have this topsoil <br />stripped and stockpiled, with the stockpiles stabilized with an <br />appropriate perennial grass cover crop for this altitude. The stock- <br />piles should be protected from erosion, and the protective means should <br />be described and illustrated. <br />7. All sediment control structures for protection of Gaines Gulch should <br />i„~~~'Cµl, be shown on the map. The design and function of such structures should <br />d be given in the text. <br />
