<br />On February 22, 1985, the Director of the Department of Natural Resources was notified
<br />by Perma Resources of the acquisition of Kaiser Steel Corporation and the proposed
<br />transfer of Perma's subsidiary, CCMC, to Kaiser Steel Corporation. Information
<br />subsequently provided indicates this transfer took place on March 28, 1985.
<br />During the summer of 1986, the Division conducted a midterm review of the permit. In
<br />response to the Division's midterm adequacy comments, Kaiser Steel Corporation, having
<br />assumed the obligations of CCMC responded by submitting two sets of reorganized and
<br />revised permit documents on December 24, 1986.
<br />In accordance with Rule 2.08.5, the Division notified CCMC of the need to renew the
<br />existing permit on June 3, 1988. The application was received on November 15, 1988, and
<br />was approved on August 22, 1989.
<br />On July 30, 1990, Kaiser Steel Resources applied for a Phase I Bond Release, requesting
<br />a reduction of $150,000.00, from $250,000.00 to a new amount of $100,000.00. The
<br />application was deemed complete upon receipt of the proof of publication of public notice
<br />on October 1, 1990. The Division scheduled and conducted a bond release inspection on
<br />October 19, 1990. The request was subsequently approved on December 31, 1990.
<br />On January 22, 1992, a revision to the permit (TR-12) was approved to remove
<br />sedimentation control ponds A and B.
<br />On April 22, 1993, Kaiser Steel Resources submitted an application for a permit revision
<br />(PR-Ol) to reduce the permit area and consolidate the permit documents. On June 3, 1993,
<br />Kaiser Steel Resources became Kaiser Resources, Inc., and requested this name change be
<br />reflected in the permit revision application. The Division proposed approval of Permit
<br />Revision No. 1 on September 19, 1993. Final approval occurred on October 1, 1993
<br />following the end of the public comment period.
<br />On October 7, 1993, Kaiser Resources, Inc. submitted an application for permit renewal
<br />(RN-02). Because the operator failed to submit the application by September 10, 1993, the
<br />Division, on October 14, 1993, notified the operator that should the permit not be renewed
<br />by March 12, 1994, the applicant would not be able to conduct mining operations past that
<br />date until such time that the permit was renewed by the Division.
<br />On October 20, 1993, the Division for the application for permit renewal (RN-02) complete.
<br />On December 20, 1993, the Division received the operator's proof of publication. On
<br />January 31, 1994, the Division received a request from Kaiser Resources to extend the
<br />decision due date of the Division review from February 1, 1994 to April 1, 1994. On March
<br />14, 1994, the Division proposed to approve the application for permit renewal, as the
<br />adequacy review conducted by the Division found no issues of concern.
