ti <br />Eastside Mine (C-84-063) <br />This document presents the results of the Division's Midterm Review of Eastside Coal Company's <br />Eastside Coal Mine. This Midterm review was conducted to fulfill the requirements of Rules <br />2.08.3, 2.06.2(10), 2.06.3(4), 2.06.5(3), 2.06.7(5), and 3.02.2(4). <br />Rule 2.08.3 requires that the Division conduct a review of each permit issued, prior to its midterm <br />(2-1/2 years). Based on this review, for good cause shown, the Division may require reasonable <br />revisions or modifications of the permit provisions to ensure compliance with the Act and the <br />Regulations, <br />Rules 2.06.2, 2.06.3, 2.06.5 and 2.06.7 require that experimental practices, mountain top removal <br />variances, variances from approximate original contour (AOC), and variances from <br />contemporaneous reclamation, respectively, be reviewed by the Division where applicable during <br />the Midterm Review. <br />Rule 3.02.2(4) requires that the Division review the amount of the bond and the terms of <br />acceptance of the bond every 2 1/2 years. <br />This midterm review consisted of a detailed review of the Eastside Mine permit application and <br />the Division's findings of compliance for the 1995 permit renewal. The Division also reviewed <br />all subsequent revisions and stipulation responses to ensure that all permit commitments and <br />conditions were being followed. Problems and observations from past inspection reports were alp <br />considered. <br />Section I- Historx of the Permit <br />The Eastside mine, operated by Eastside Coal Company, is located in Garfield Counry, south of <br />Harvey Gap and approximately 3.5 miles north of the town of Silt, Colorado. The Eastside Mine <br />is located in the NE 1/4 of Section 24, Township SS, Range 92W of the 6th Prime Meudian. The <br />surface and coal are both privately owned by Helen Christine "Nell" Eldridge. <br />The original permit application was submitted by the Eastside Coal Company on Febtvary 24, <br />1984. The Mined Land Reclamation Division (Division) approved the five-year permit on January <br />14, 1985. Two midterm reviews were completed by the Division on March 23, 1987 and October <br />30, 1992, followed by two permit renewals on June 29, 1990 and May 31, 1995. The expiration <br />date of the new permit is set for January 13, 2000. <br />The Eastside Mine was an underground mine operated by the Eastside Coal Company between <br />1984 and 1995.
