design drawing and the actual construction for pond C, the Division believes that proper <br />as-built drawings are essential. Several aspects of the pond C construction differ greatly <br />from the design, namely the existence of the concrete abutment and the placement of the <br />primary spillway. Also, the Division's estimates ofpond geometry forponds B and C <br />can only be approximate. Therefore, the Division requests as-built drawings for ponds B <br />and C, and that they be submitted soon. <br />Finally, the Division wishes to emphasize the agreement worked out in the field <br />concerning rock drains. Taken out of the July 9, 1997 inspection report: <br />The operator has constructed rock drains at those places along the haul road fill <br />where water has been encountered. The rock drain portions constructed and <br />finished previous to July ] 0, 1997 were built with the filter fabric placed directly <br />on top of the rock drain boulders, as described in the second paragraph of page 2 <br />of Section one of Volume VII of the permit application. For those rock drains <br />which have not been completed as of July 10, 1997, or which will be built after <br />July 10, 1997, the operator has committed to placing a graded rock filter layer <br />between the rock drain boulders and the filter fabric, as described in the last <br />pazagraph of page 2 of Section one of Volume VII of the permit application. For <br />the rock drains which have not yet been completed, such as the rock drain on the <br />east side of the portal bench, the operator also committed to removing any <br />material from between the rock drain boulders before proceeding with the graded <br />rock filter layer. <br />The operator also committed to opening up any rock drain at its base, so that seep <br />water would not build up within the rock drain. The procedure would involve <br />placing a culvert into the base of the rock drain boulders, covering the contact <br />point, and at least five feet back of the contact point, with gravel. A filter fabric <br />would, then, be placed over the graveled azea.
