Long <br />Drvisron Director <br />This letter is intended to follow up on several items that were brought up in the Division's <br />July 9, 1997 field inspection of the Bowie No. 2 Mine and contained in the Division's <br />inspection report dated July 9, 1997. <br />As stated on page 3 of the inspection report, the Division is requesting that, for the section <br />of the pond C embankment that lies between the emergency spillway and the concrete <br />abutment, the operator either provide a demonstration that the embankment section is <br />stable, or reduce the clay content of that section of embankment. 7~here were numerous <br />desiccation cracks on that portion of the pond embankment and the Division is concerned <br />about the pond embankment stability. <br />Also concerning pond C, the Division is concerned about the construction technique used <br />where the pond C embankment adjoins the concrete abutment. Apparently, the <br />embankment was placed directly against the concrete abutment, with no anti-seep <br />structure to act as a link. The Division requests that the operator install a proper anti-seep <br />device in the pond C embankment, where the embankment adjoins the concrete abutment. <br />Please provide a description or drawing showing the intended installation, before the <br />installation actually begins. <br />In the cover letter to the May 5, 1997 submittal of the as-built certification statements for <br />ponds B and C, it is stated that it is the intention of the operator to provide as-built <br />drawings of these two ponds in the near future.
