ENVIRONMENTAL JUSTICE <br />Affected Environment: On February 11, 1994, the President issued Executive Order. No. <br />]2898 on Environmental Justice as it affects minority and low income populations. The purpose <br />of the order is to identify and address, as appropriate, disproportionately high and adverse human <br />health and environmental effects of program, policies, or activities on minority or low income <br />populations. In the project area, minority populations include Native Americans, Hispanics, and <br />some Caucasians. These populations also tend to be the low income groups in the area. <br />Environmental Consequences/Mitigation <br />Proposed Action -The construction and location of project features would not disrupt any of <br />these identified communities. No disproportionate negative impacts to these communities are <br />anticipated. <br />Preferred Action Alternative -Same as the Proposed Action. <br />No Action Alternative -There would not be any new jobs created for local construction <br />workers, dirt contractors and other local personnel. <br />FARMLANDS, PRIME AND UNIQUE <br />Affected Environment: No prime or unique farmlands have been identified in the project <br />area. <br />Environmental Consequences/Mitigation <br />Proposed Action - No impacts. <br />Preferred Action Alternative - No impacts. <br />No Action Alternative -There would be no impacts to prime or unique farmlands. <br />FLOODPLAINS <br />Affected Environment: No flood plains have been identified in the project area. <br />Environmental Consequences/Mitigation <br />Proposed Action - No impacts. <br />Preferred Action Alternative - No impacts. <br />No Action Alternative -There would be no impacts to flood plain areas. <br />INVASIVE, NON-NATIVE SPECIES <br />Affected Environment: The mine site location was evaluated on January 1 I, 2006, and <br />the only non-native plant species found at that time was cheatgrass.
