Mitigation for Federal Coal Lease C-51551.
Environmental Assessment # CO-017-91-30 Mine Plan Mitigation
• numbers 1, 2, 3, 4, 5, 6, 9 and 11, have been adequately addressed
in the Deserado Permit Application or in the stipulations of
Federal Coal Lease C-51551.
Mitigation 7 and 8 will be a condition of approval of the Deserado
Mine Plan. The condition of approval has been discussed with OSM
and is attached.
Mitigation number 10, "Venting of mine gases, including methane, by
the lessee shall be reviewed by the Colorado Air Quality Control
Division. The lessee shall obtain emission permits, as necessary."
CMLRD and the Colorado Department of Health-Air Pollution have
reviewed Western Fuels Mine Gas Venting Plan and have determined no
permit is required.
Mitigation number 12, "During the mine plan review, the lessee,
MLRD, OSM, and BLM shall assess the economic potential to capture
and use the gob methane and the potential for safely flaring the
gob methane if capture and uses is not feasible. The decision
resulting from that assessment will be incorporated into the
approved mine plan." The BLM has determined the gob methane is not
economic at this time.
