<br />4.14.3 Covering Coal and Acid- and Toxic-Forming Materials <br />When the pit is ready for final reclamation, G.E.C. Mineral will <br />provide the non-toxic covering as specified within their reclamation <br />specifications. <br />All reclamation responsibilities beyond backfilling have been assigned <br />by G.E.C. Minerals. The following figures 1, 2, and 3 show the <br />general aspects of the backfilling plan. <br />Contingency Considerations <br />In the event that all legal, opeYational and regulatory aspects are not <br />resolved to the adequate satisfaction of the Mined Land Reclamation Division, <br />G.E.C. Minerals, and Harrison-Peltron, the excess development waste produced <br />through the mining operation at Newlin Creek will be disposed in the <br />designated on-site disposal area as developed with the contingency plan. The <br />contingency plan shall only be implemented if the initiation and future <br />backfilling of the pit is legally and/or economically unwarranted. <br />
