<br />INTRODUCTION <br />Tnis document updates the original Findings document prepared in August 1982, <br />and the final review comment summary regarding the permit renewal for the <br />Colowyo Mine dated July 10, 1987. Tnis addendum has been issued in response <br />to Colowyo's application for Technical Revision No. 14 (TR - 14) - idining of <br />Section 11. <br />The revision provides for the mining of coal 'within Section 11 of the existing <br />permit boundary. Recent negotiations with Consolidation Coal Company resulted <br />in the Assignment of the Danforth I coal Lease (C-29224) to Colowyo Coal <br />Company ("Colowyo" ). <br />The area within Section 11 was included in the Mining and Reclamation Plan <br />that was reviewed for the permit term issued November 4, 1982. It was <br />anticipated during initial permitting that Colowyo would be the successful <br />bidder for the then unleased Federal coal in the Danforth I Lease Tract. <br />Therefore, the initial permit was submitted with the mining and reclamation of <br />Section 11 anticipated as an integral part of the long-term Colowyo operation. <br />Subsequently, Consolidation Coal Company was the successful bidder and was <br />awarded the Danforth I coal lease effective July 1, 1981. Colowyo then <br />obtained an assignment of a portion (approximately 45 acres) of the Danforth I <br />Lease in order to mine the northwest corner of Section 11. Tnis Assignment <br />(Lease No. C-35874) was effective July 1, 1982 and mining of that coal will De <br />completed by the end of 1988. <br />Technical Revision No. 14 was submitted to again include the mining of <br />additional portions of Section 11. The existing Colowyo Permit contains <br />baseline mining and reclamation information for the entire life-of-mine area, <br />including Section 11. Therefore, only those sections of the permit which <br />require additional information to reflect the mining and reclamation of <br />Section 11, were revised. <br />Modifications were made to the permit sections dealing with Rule 2.04, <br />Environmental Resources, Rule 7_.05, Operation and Reclamation Plans, and Rule <br />3, Performance Bond Requirements, <br />All rules referenced 9n this document are contained within the Colorado Mined <br />Land Reclamation Board ("CMLRB") Rules and Regulations. Details about the <br />mining operation can be found in the permit application and subsequent <br />revisions on file (No. C-81-019) at the Mined Land Reclamation Division <br />("NERD"), 1313 Sherman Street, Room 215, Denver, Colorado and at the Moffat <br />County Courthouse, Craig, Colorado. <br />
