MANAGEMENT
GlEG~1\j~r
OCj 31 199i
O~~O~ G~ Hane~a1S 8' uyo\o9Y
On October 10"' we met in the DMG's office to discuss BRL's proposed federal coal
lease. Joe Dudash, you and I attended the meeting. The purpose of the meeting was
to inform the DMG of BRL's intention to submit a permit revision to provide for mining
the Federal coal and to obtain the DMG's guidance regarding water monitoring for the
new lease area. We discussed ground water, surface water, spring and pond
monitoring. Following is my summary of our discussion:
Ground Water
Monitor ground water, if any, above and below the seam to be mined (D-2 Seam).
Monitoring of the water in the coal seam is not required. Drill sites should be
established in Sections 3, 4, 33 and 34 (four total). Each drill site should have a
monitoring well completed above and below the D-2 Seam. Perform quarterly
monitoring which will include field parameters and full suite.
Surface Water
Monitor any water which flows from the outlet of the numerous ephemeral and
intermittent drainages. Upstream monitoring of the drainages is not required. Perform
quarterly monitoring which will include field parameters and full suite. Add an upstream
monitoring station for Hubbard and Terror Creek located above the proposed Federal
coal lease boundary.
