<br />IX. <br />X. <br />XI. <br />This date closely coincides with low flow on the stream system. <br />Measured discharge from the No. 3 Mine for 1986 and 1987 has <br />averaged 24.5 gallons per minute. If one assumes that all the <br />inflow to the No. 1 and No. 3 Mine is coming from the North <br />Thompson Creek, with the No. 3 Mine discharge, subtracted as <br />mitigation, the total impact possible to the stream system would be <br />a decrease in flow of 48.1 gpm or .11 cfs. The average daily year <br />low flow of record for North Thompson Creek is 2.36 cfs. With this <br />flow, a 4.7~ reduction would be experienced in the North Thompson <br />Creek. The No. 1 Mine is expected to fill by 1993 with inflow <br />decreasing to then. The short-lived small depletion is not <br />predicted to cause arly material damage to the stream system. <br />Climatolooical Information and Air Resources Protecti <br />No revision to this section is required. <br />Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4 (2)(d) and 4.06 <br />Stipulation No. 2 was placed on colluvial material to be used for <br />cover at the refuse pile. The stipulation required that the cover <br />material be analyzed and approved by the Division as meeting the <br />established criteria for suitability for topsoil and/or subsoil. <br />During reclamation and cover of the refuse pile, the operator <br />sampled and submitted for Division approval analysis of the topsoil <br />and subsoil used to cover the refuse pile. This was subsequently <br />approved by the Division. Therefore, Stipulation No. 2 to the <br />permit is no longer in force. <br />Vegetation - Rules 2.04.10, 2.05.4(2)(e), and 4.15 <br />The seed mixes for 5 different areas of the mine site and truck <br />dumps have been modified since the original permit. These revised <br />seed mixes can be found pages 4-59 through 4-63 of the permit <br />application. Stipulations 3, 4, 5, and 6 to the permit were <br />originally written for tree and shrub plantings and reclamation <br />success criteria. The reclamation success stipulations, numbers 4, <br />5, and 6 dealt with acceptable reclamation success standards. All <br />applicable reclamation success standards have been agreed upon by <br />the operator and the Division and are incorporated into the permit <br />application. <br />A comprehensive tree and shrub <br />compliance with Stipulation No. <br />revegetation section have been <br />permit application. <br />planting plan was submitted in <br />3.
