<br />History of the Review Process <br />On August 15, 1983, the North Thompson Creek Mines were issued a permanent <br />program permit C-81-025 for a five year term. In accordance with Rule 2.08.5, <br />the Division notified Snowmass Coal Company, the permittee, of the need to <br />renew the existing permit on November 25, 1987. A complete application for <br />permit renewal was received by the Division on February 16, 1988. On <br />April 12, 1988 the Division issued a preliminary adequacy review to the <br />permittee. The permittee has been timely in responding to these issues. <br />Previous analyses of the North Thompson Creek Mining and Reclamation Operation <br />have included the original permitting review, mid-term review, and minor and <br />technical revision applications. The reader is directed to File No. C-81-025 <br />for further specifics of these reviews. <br />Description of the Environment <br />The original Findings Document contains a summary description of the mine site <br />environment. There have been no changes in the areas to be mined or the <br />findings pursuant to that description since the initial review. <br />Description of the Operation and Reclamation Plan <br />The operation and reclamation plan described in the original Findings Document <br />are generally still valid for the mine site. However, since the time of this <br />findings the mine has ceased to produce coal and has been reclaimed. A brief <br />description of this reclamation history follows. On July 31, 1984 the North <br />Thompson Creek Mines filed for temporary cessation of operations with the <br />Division. From that time to present a minimal staff has been maintained <br />either on-site or at other offices in order to maintain compliance with the <br />regulations and maintain ar{y structures or other facilities that are <br />required. On August 18, 1986, the Division received a letter from Snowmass <br />Coal Company stating that flooding had begun in both the No. 1 and No. 3 <br />Mines. Reclamation of the refuse area was completed in 1986 and reclamation <br />of the rest of the site was completed in 1987. A Phase I bond release for <br />backfilling and grading for the entire mine site has been approved. <br />-2- <br />
