Two sites identified during the cultural resources survey are located within the Iviunger Canyon <br />Mine plan boundaries. Site SGF742, a pictograph, is recommended for being eligible for listing; <br />on the National Register of Historic Places, while SFG743, an old homestead, is not. The <br />homestead is adjacent to the haul road for the mine. Neither site will be disturbed by the <br />proposed operation. Because of this, and since SGF742 is not actually listed on the National <br />Register of Historic Places, a mitigation plan is not required (see Rule 2.0.6(4)). <br />An additional cultural resource study was prepazed for Salt Creek Mining Company in 1983 by <br />the Grand River Institute, entitled "Cultural Resources Inventory of Several Proposed Roads and <br />Storage Areas Associated with the McClane and Munger Canyons Plan/Permit Areas in Garfield <br />County, Colorado" (GRI Project No. 8292). This study can be found in Appendix [s of <br />Volume VI of the application. The survey covered areas associated with the proposed central <br />facilities azea permit revision. <br />Three prehistoric (SGF1147, SGF741, and SGF742) and three historic (SGF742, SGF326, and <br />SGF879) sites were identified. Five sites fall within the project boundaries (SGF1147, SGF742, <br />SGF743, SGF326, and SGF879) and three (SGF147, SGF742, and SGF879) of the five sites aze <br />located on Federal lands administered by the BLM. <br />The SHPO has concurred with the BLM that site SGF741 will not be impacted by the proposed <br />project; that sites SGF743, SGF326, and SGF879 aze not eligible for inclusion in the National <br />Register of Historic Places and therefore require no further work, and, finally, that sites SGF1147 <br />and SGF742 aze eligible for nomination to the NRHP. A mitigation plan for the two eligible <br />sites has been developed by the BLM and concurred with by the SHPO on April 11, 1984. The <br />applicant, as part of the special stipulations attached to BLM Lease Agreement No. C-36791, has <br />committed to performing mitigation measures for azchaeological sites SGF1147 and SGF742 in <br />accordance with the approved mitigation plan. Mitigation activities will be performed prior to <br />construction activity in the azea and will be coordinated by and through the BLM Grand Junction <br />Resource Area Archaeologist. A copy of the approved BLM Lease Agreement is included as <br />Appendix GS-i l within the amended permit application. <br />Description of the Operations and Reclamation Plan <br />The existing operation consists of the bench, portal and face-up developments, and access road. <br />Due to the temporary cessation status of the mine, the additional surface facilities proposed for <br />construction during the initial five-yeaz permit term have not yet been installed. <br />These facilities consist of two sediment ponds, topsoil stockpiles, an underground development <br />waste pile and a relocated access haul road. Once the mine reactivates, however, these facilities <br />will be constructed along with the central facilities azea, coal processing waste embankment and <br />interconnectine haul road and conveyor system. <br />l3 <br />
