form (Coal Reclamation Fee Report) for Kentucky permit #898»56. The operatoc was notified <br />of this outstanding violation, and it was corrected. On March 20, 1998, the AVS recommended <br />that the permit be issued; and it was confirmed by OSM on Mazch 23, 1998. On Apri12, 1998, <br />the AVS issued a final recommendation to approve the renewal application. <br />Description of the Environment <br />The Munger Canyon Mine is located in Garfield County, Colorado, approximately 20 miles <br />north of Loma on Colorado Highway 139. The operator leases a rail loadout at the town of <br />Loma from the Dem+er and Rio Grande Western Railroad. The rail loadout is located along a <br />previously disturbed. loadout siding. <br />The permit area currently encompasses 1048.87 acres. The affected area comprises <br />approximately 548 acres. Following construction of all surface facilities associated with the <br />initial permit, the di:>turbance is 35 acres. Once the central facilities area, coal processing waste <br />disposal area and interconnecting haul road and conveyor systems are installed, the disturbed <br />area will be increased by 87 acres to a total disturbed area of 122 acres. <br />Total 30 year life-of-mine production is projected to be 61,183,000 tons. Annual production <br />from the Munger Canyon Mine is estimated to be 149,000 tons in the first year increasing to <br />897,000 tons in the 1:ifth year of production. Ownership of the coal is 100 percent Federal. <br />Geology and Tooom~~y <br />The mine site is located at an elevation of approximately 5800 feet. Munger Canyon is located <br />in the Roan Cliffs just north of Grand Valley. This area is northeast of the Ganttesa Anticline <br />and on the south flartk of the Piceance basin. Local strata dip to the northeast into the Piceance <br />basin at one to three degrees and strike north-northwest. No faults have been identified in the <br />Munger Canyon mine plan area. The adjacent McClane Canyon Mine (north of the Munger <br />Canyon Mine) is located within a graben structure which is bounded by two large, high-angle <br />displacement faults. <br />The Mount Garfield Formation is the coal-bearing formation in the Book Cliffs Coal Field. The <br />Mount Garfield Formation consists of fine-grained and medium grained sandstones and gray <br />shales. The Sego Sandstone underlies the Mount Ga~eld Formation and the Hunter Formation <br />overlies it. Included within the Hunter Formation are the massive cliff-forming sandstones <br />which outcrop along the canyon walls of East Salt Creek. The Mount Garfield Formation <br />contains four coal zones; the Loma, Carbonera, Cameo and Palisade Zones. The Upper <br />Cazbonera and Cameo seams will be mined at the Munger Canyon Mine. <br />9 <br />
