I' <br />' Explanation of Re uest <br />' Aggregate Industries (AI) is completing mining and reclamation on a 287.4-acre property <br />permitted under the name of `Brighton Mine" with an existing case number of PRJ2000- <br />' 00026. The operation is located along the east side of Riverdale Road roughly where 144`h <br />Avenue would bi-sect the permit area. The Index Map from the presently approved County <br />and DMG permits is copied at the end of this Explanation to facilitate the location of the <br />' permit azea. <br />The Divisiott of Minerals and Geology also permits the permit area for mining and <br />' reclamation under this agency's recent permit number M-77-438. Porkions of this property <br />have been mined intermittently since 1982, and mining and reclamation activities are <br />expected to be completed within the next two to three years. Reclamation of the properly will <br />' leave three lakes on the property. The southern two lakes will be utilized in the future as <br />sealed water storage reservoirs, and the third north lake will be an unsealed lake area to be <br />conveyed to Adams County for open space uses. <br />The County's existing approval under Case #PRJ2000-00026 calls for the mining to be <br />completed no later than September 18, 2007, and the reclamation to be completed no later <br />than January 1, 2009. The slowdown in the economy the last few years have also slowed <br />down the rate of mining and reclamation. Therefore AI is requested an extension of the <br />mining completion date to December 31, 2009 and the reclamation completion date to <br />December 31, 2010. These dates are the only changes in the mining and reclamation plan <br />being requested in the Conditional Use Amendment application. <br />Copied in Appendix A at the end of this Explanation after the Index Map is a copy of the <br />narrative of the Mine and Reclamation Plan. The only changes in this narrative aze relative <br />to the mining phases and timing for each mining phase, the projected time to complete <br />reclamation, the amount of maximum truck traffic allowed per day, and the hours of <br />operation. All standards and conditions of Case # PRJ2000-00026 are still to be followed, <br />except the Planning Director on Mazch 20, 2006 allowed by Administrative Approval the <br />number of truck trips to increase to 500 per day, since a new plant that was installed on the <br />property had a greater processing capacity. In this letter, the Director also restricted the hours <br />of operation to 6:00 am to 7:00 pm. All truck trips continue to be restricted to and from the <br />north to SH7 as no hauling trips, except for local deliveries, are allowed south of the <br />operation's entrance onto Riverdale Road. A copy of the approval letters on the existing <br />Case #2000-00026 and the Planning Directors March 20, 2006 letter are included in <br />Appendix B. <br />
