The Division is proposing to approve plans for use, construction and maintenance of <br />a coal mine waste disposal azea. (4.10.1(1)) <br />B. The disposal azea will be inspected on a regulaz basis by a qualified professional <br />specialist under the direction of the professional engineer, experienced in <br />construction of similaz earth and waste structures. Inspection by this person has <br />been approved by the Division as appropriate. (4.10.2(1)) <br />IX. Coal Mine Waste <br />A. No specific approvals have been granted. <br />X. Backfillin~ and Grading <br />A. The Division approves the method and design specifications for covering of <br />acid-and toxic-forming materials in order to prevent leaching into surface and <br />ground water and to insure backfill stability. (4.14.3(2)) <br />XI. Reve etg ation <br />A. The Division proposes to approve the use of introduced species in the reclamation <br />seed mix. The applicant has submitted information which shows that the introduced <br />species aze desirable and necessary to achieve the approved post-mining land use, <br />and aze not poisonous or noxious. (4.15.2(3)) <br />B. Methods to measure herbaceous cover and production, species diversity, and woody <br />plant density are discussed in the permit beginning on Page 521. The permittee will <br />use the line-intercept method along randomly located transect to determine <br />herbaceous cover. Production will be determined by clipping, drying, and weighing <br />the above-ground, current yeaz growth from randomly located 1\4 meter plots. <br />Shrub density will be determined using a 50 meter belt transect centered along the <br />cover transect lines.
