.' <br />a• <br /> <br />-6- <br />9) Exhibit 16 - Drainage Control <br />This section should be updated to include any modifications <br />instituted since permit approval. The proposed changes in the <br />system we have recently discussed must be submitted as a technical <br />revision. This revision should be formatted with the appropriate <br />page numbers. <br />10) Exhibit 17 - Bond <br />There are no bond calculations included in Exhibit 17. The final, <br />approved bond figures should be inserted here. <br />IV. Maps <br />a) The appropriate maps should be updated to include new facilities <br />and the RDA. The Division feels that at a minimum Maps 8, 9, 12, <br />13, and 14 need to be revised in this manner. At the time of <br />permit renewal, all maps will need to be current. <br />b) Map 12a should be revised to show the (proposed) haul road, roads <br />to the RDA, and roads to the prep plant area. An alternative would <br />be to substitute maps from Stipulation 28, providing that.the <br />stipulation can be satisfied. WFC must make sure that all roads <br />used on the property are depicted on whatever map is use Also, <br />due to the frequency and type of use, the Division feels that the <br />E-W road extending to the non-coat waste disposai area should be <br />classified as an access road. Roads leading to the prep plant <br />should also be access roads. <br />c) As we have previously discussed, Maps 13 A-C have been found to be <br />inaccurate. All new facilities must be added to the maps. <br />Drainage ditches must match up from map to map, and all ditches <br />must have a discharge point. The ditch numbering system should <br />also be consistent. It is suggested that diversion ditches be <br />marked 1-D, 2-D, etc., and collection ditches be numbered 1-C, 2-C, <br />etc. Culvert numbering should match the ditch system. For <br />example, if there were two culverts on ditch 2-D, they could be <br />numbered 2-D-1 and 2-D-2, or some equivalent. All approved small <br />area exemptions should also be depicted in these maps. Specific <br />recommendations are as follows: <br />13A-All culverts and ditches existing in the field need to be <br />depicted. The non-coal waste disposal area should be included. <br />136-WFC needs to field check culvert sizes and include the correct <br />sizes on this map. If any sizes are different, calculations <br />should be revised so that the permit reflects actual <br />conditions. Ail lay down areas should be indicated. <br />
