~•
-5-
7) Exhibit 6 - Hydrology and Geology Information
a) Continued mining and exploration have expanded the geological
data base for the mine area. The geology information contained
in this section should be updated to reflect any new knowledge
gained since permit issuance. Any new faults, dikes, or other
geologic features should be described and mapped.
Stratigraphic correlations should be extended if possible.
b) Maps and discussion of the New Elk Mine inflow points indicate
the possible presence of a NNW trending linear element (i. e.,
shear, channel). If this feature exists, WFC should discuss
the geologic properties of the structure and the probable
impacts on ground water flow.
c) The monitoring program described on Page 59 should be updated
to reflect approved revisions. Original estimates of mine
inflow, salt loading etc., should be revised as necessary based
on existing monitoring data.
d) With respect to this monitoring program, review by the Division
indicates that some additional changes may be necessary. Based
on baseline and current monitoring data, the Division proposes
to revise the New Elk and Golden Eagle permits to add selenium
and fluoride to the mine discharge lists and fluoride to the
short list. In addition, selenium would be added to the PRS-2
site, and selenium and lead to the PAW 2 and PAW 3 sites. The
method for selenium analysis must have a detection limit of
.005 mg/1. Also, a one time full suite analysis will be
required for the west portal discharge. The sample would be
analyzed for the short list, plus flow, selenium, fluoride, and
lead. Care should be taken to collect this sample prior to
mixing with surface runoff. The analysis will be reviewed by
the Division, with possible further requirements for monitoring
imposed, if applicable. WFC may wish to submit evidence which
shows why this revision should not be required by the Division.
e) The Historical Flood Irrigation Map (Plate 6A) indicates
irrigation throughout the entire valley except for the New Elk
surface disturbance, WFC should explain whether it is to be
interpreted that the surface disturbance area was never
historically flood irrigated, or if other conclusions may be
drawn. This should also be reflected in all land use
discussions.
8) Exhibit 12 - Vegetation information
a) Reference area data for the RDA should be added to this
section or otherwise as appropriate (i. e., referenced in an
Exhibits.
