Section D on page V-51, section E e^ page <br />V-Sla, and Section E on page V-53 shall be revised accordingly. <br />23. Western Fuels must submit, for the regulatory authority approval, a <br />detailed sampling plan incorporating the requested changes in plot size and <br />transect design. This plan must be submtted prior to the commencement of <br />sampling for 1981. <br />24. Atriplex confertifolia must. be removed from the proposed seedmixes and <br />replaced by Atriplex canescens~~`~I~ addition, Colorado. Wild rye will be substi- <br />tuted for Bluebunch Wheatgrass. The revised seed mixes must be supplied to <br />the regulatory authority within 30 days of approval. <br />25. The applicant must submit a monitoring plan for the White River alluvium <br />to ensure that drawdown projections are no larger than anticipated, and that <br />the monitoring objectives of Section 4.24.5 of the Colorado Permanent Regula- <br />tory Program are met. This infomation must be submitted to the regulatory <br />agency within 90 days of the granting of the permit. <br />26. The appllcanC must also commit to providing a mitgation plan should°'the <br />effects of drawdown in the White River alluvial aquifer detrimentally aP~ect <br />established agricultural activities, either through unforeseen impacts or from <br />groundwater depletions which are larger than expected. <br />27. Prior to the development of mains and sub-mains beneath the alluvial body <br />of Red Wash, the applicant must submit the information required by Section <br />2.06.8(4) of the Colorado Regulatory Program, along with a plan to ensure that <br />the Performance Standards and monitoring requirements of Section 4.24 are <br />met. This plan must address the analysis of subsidence monitoring data <br />collected to date. Mining beneath the alluvium of Red Wash shall not commence <br />until the submittals are approved by the regulatory authority. It is also <br />recommended that the applicant meet in advance with the regulatory authority <br />regarding the planning of the studies required by Section 2.06.8(4). <br />28. The applicant must also submit, as part of the permit application, writ- <br />ten documentation as to the nature of the regional irrigation inventory <br />performed. This documentation must address the deficiencies outlined in <br />Section C of this TEA, so that the AVF determination for Scullion Gulch can be <br />adequately substantiated. The information should be submitted with 30 days of <br />the granting of the permit. <br />29.~ The applicant shall provide the regulatory authority with a corrected <br />version of Map 77, Refuse Disposal Area Site Preparation which shows the loca- <br />tion of the culvert that carries flow from the non-toxic fill stockpile ditch <br />across the haul road into the subarea R2-3 sediment pond. This information <br />should be submitted witin 90 days of approval of the mine plan permit. <br /> <br />
