Serial No. C-56447 <br />CONTROLLED SURFACE USE .STIPULATION <br />GENERAL FOREST <br />Surface occupancy or use is subject to the following special operating <br />constraints. <br />Underground mining operations will result in surface subsidence. The <br />operator/lessee shall perform a study to secure adequate baseline data [o <br />quantify the existing surface resources on and adjacent to [he lease area. <br />Existing data may be used if such data is adequate for the intended <br />purposes. The study shall be adequate to locate, quantify, and demonstrate <br />the inter-relationship of the geology, topography, surface hydrology, <br />vegetation and wildlife. Baseline data will be established so that future <br />programs of observation can be incorporated at regular intervals for <br />comparison. <br />The operator/lessee shall establish a moni;,or'_ng system to Locate, measure <br />and quantify the progressive and final effects of underground mining <br />activities on the rooographic surface, under sround and surface hydrology <br />and vegetation. The monitoring system shall utilize cechnieues which will <br />provide a continuing record o: change over time ar.d an analytical method <br />for location and m=_asurement o~ a number of ooints over the lease area. <br />The monitoring shall ir.corporat=_ and be an extensior. of *'-e baseline data. <br /> <br />• <br />If subsidence activates a _andslide which adversely affects surface <br />resources, or a documented eater loss, the operator shall ('where <br />applicable): <br />1.
