Sediment Ponds 4 and 5 aze the two remaining sediment ponds at the mine site. They are self-
dewatering ponds that aze constructed to treat the runoff from a 10-year/24-hour storm event and safely
pass the runoff from a 2S-year/24-hour storm event. These ponds have been designed and constructed
according the approved plan.
Drainage control and reestablishment is discussed below for each individual area at the reclaimed mine
site. These are: the portal and facilities azea, the coal stockpile azea, the Pond 1, Pond 2 and "bone
yard" area, the explosives bunker area, the Newlin Creek topsoil stockpile, the roadside topsoil
stockpile, the borrow azea, topsoil stockpile and subsoil stockpile areas, the rock dust storage tank area,
the Pond 3 area, the south fan area, sediment Pond 4, sediment Pond 5, the roadside ditches and
culverts, the refuse disposal azea and the Magpie Creek diversion.
Portal and Facilities Area: The regraded portal and facilities area slopes to the east at grades of 9 -
13%. These slopes will convey runoff from the reclaimed areas into a ditch that flows into sediment
Pond S.
Coal Stockpile Area: The regraded coal stockpile area has grades ranging from 5% - 20%. Any runoff
from this area will flow to the north and northeast into a ditch that flows into sediment Pond S. Some of
the runoff may flow through the track tunnel before entering the Pond 5 ditch and, ultimately, into Pond
S
Pond 1, Pond 2 and the "Bone Yard"Areas: The regraded Pond 1, Pond 2 and "bone yard" has grades
ranging from approximately S%-33%. Any runoff will flow to the north and northeast into a ditch that
conveys runoff into sediment Pond S. A small amount of the runoff, approximately 1 acre on the
eastern boundary, will flow through a small area exemption (SAE) consisting of sediment fence. EFCI
has provided the Division with an SAE demonstration that shows that any water leaving the site will
meet all applicable water quality standazds. The sediment fence is properly installed and is functioning
as required. The runoff from the SAE flows into Magpie Creek.
Explosives Bunker Area: The explosives bunker area is a small (less than 1 acre) disturbance that is
remote in location relative to a sediment pond. Positive drainage exists and runoff from the explosives
Southfield Mine Permit No. C-1981-014
SL-2 Findings 26 25 April 2003
