quarterly for stability until the Division finds revegetation is successful on the fill. <br />The Division finds that the refuse pile has been constructed, covered and regraded as required by the <br />approved reclamation plan and Rule 4.10. <br />Drainage Control and Reestablishment <br />Drainage control and reestablishment is designed to prevent sediment from going off of the disturbed <br />azeas onto undisturbed azeas (through the use of sediment ponds, small area exemptions and/or <br />alternate sediment control devices), to establish positive drainage off of the reclaimed areas and to <br />reestablish the natural drainage to the extent possible. The sediment control system in place during <br />active mining operations was revised prior to reclamation to accomplish these objectives. <br />Sediment Pond 1 was approved for removal from the sediment control system and for use as a disposal <br />site for demolition debris and coal fines from the coal stockpile areas and Pond 2 with the submittal <br />and approval of Minor Revision 41 (approved on 18 January 2002). The pond was subsequently <br />backfilled and regraded and eliminated from the drainage control system. The majority of the surface <br />water runoff was rerouted to sediment Pond 5. The remaining surface water runoff from the Pond 1 <br />watershed, approximately 1 acre, flows through a small area exemption (SAE) that is now in place at <br />the east-southeast portion of the facilities area by Magpie Creek. <br />Pond 2 was a lined process water pond for the coal preparation plant. It was not a part of the sediment <br />control system. The pond was eliminated when the facilities azea was backfilled and regraded. The <br />surface water runoff from the disturbance associated with the regraded Pond 2 is routed to Pond 5. <br />Pond 3 was a lined and fenced freshwater pond. It was not a part of the sediment control system. <br />Water from Pond 3 was used for the coal prepazation plant and other mine related activities (dust <br />suppression, washing of the facilities area, etc.). The pond was regraded because it was no longer <br />needed. The liner and fence were removed and disposed of off-site. Surface runoff from the <br />disturbance associated with Pond 3, approximately 4 acres, flows through an alternate sediment control <br />device consisting of straw bales and sediment fence, before flowing into Pond 5. <br />Southfield Mine Permit No. C-1981-014 <br />SL-2 Findings 25 25 April 2003 <br />
