2. The coal lab building (approved as a permanent structure with the approval of Minor <br />Revision 46 -approved on I October 2002) <br />3. The 69KV power transmission lines from Florence to the substation. These <br />powerlines were installed by, and are the property of, the telephone and utilities <br />companies. <br />The Division finds that all required structures have been demolished, removed and/or retained as <br />permitted in the approved reclamation plan <br />Roads <br />Access to the Southfield Mine is via County Road 92. This road travels west of Pond 5 (as one enters <br />the mine) and north of the facilities area. The road then turns south (along the west side of the facilities <br />area) and continues to the gate of the reclaimed Newlin Creek Mine. The gate of the reclaimed Newlin <br />Creek Mine is where County Road 92 ends. EFCI has a conditional use permit from the Fremont <br />County Department of Zoning and Planning, authorizing the use of County Road 92. Because this is a <br />county road being used by (and not constructed by) EFCI, it is permitted to remain as permanent. <br />There is a small light-use road spur off of County Road 92 by the truck tunnel that travels west- <br />southwest for approximately 500 feet. This road is used to access the coal lab building that has been <br />permitted as a permanent structure. The road spur has also been permitted as permanent with the <br />approval of Minor Revision 46 -approved on 1 October 2002. <br />EFCI has permitted a small portion, approximately 1.3 miles, of light-use road from the Newlin Creek <br />Mine gate up to a reclaimed topsoil stockpile. This road was permitted in Minor Revision 44, <br />approved 3 June 2002, to allow EFCI access to the topsoil pile for final reclamation. The road was <br />permitted as a permanent ranch road in the Newlin Creek permit and is also permitted as permanent in <br />the Southfield Mine permit. <br />West of the facilities area is the haul road to the reclaimed refuse pile. The haul road travels along the <br />south side of the refuse pile to the gate for the reclaimed rock dust storage tank area. There is also a <br />Southfield Mine Permit No. C-1981-014 <br />SL-2 Findings 14 25 April 2003 <br />
