<br />Description of the Operations and Reclamation Plan <br />The Edna Mine is a surface mine utilizing area strip techniques. Mining <br />presently occurs in the previously disturbed Nest Ridge. Upon completion of <br />coal removal operations in this area, mining will progress into the Moffat <br />Area. <br />Topsoil, when present, is removed and stockpiled, or, whenever possible, <br />live-handled, well in advance of mining operations. Overburden is shot and <br />then removed by dragline bucket, while the coal is shot and removed by <br />backhoe, and loaded into trucks which haul the coal to a conveyor system. <br />This system segregates coal by size, and transports it to a coal silo for <br />storage prior to removal from the site by railroad. <br />Box cut spoils have been graded into the surrounding topography, and have been <br />revegetated. The overburden from each successive cut is spoiled into the <br />previous pit. Following spoils deposition, each pit is graded, topsoiled <br />(where designated), and revegetated with the approved seed mix. <br />All runoff from the mine site is routed through sediment ponds, to mitigate <br />off-site sedimentation to Trout and Oak Creeks. <br />Upon cessation of mining activities, the following activities will occur; <br />surface facilities will be removed, all surface disturbances including <br />variance areas will be regraded to approximate original contour, topsoil will <br />be redistributed, and the area will be revegetated. Reclamation success will <br />be determined by statistically comparing the reclaimed areas to approved <br />reference areas. <br />-8- <br />
