Walther
Executive Director
Michael B. Long
Division Director
We received your letter of August 21, 1999, regarding planned resumption of coal production at McClane
Canyon Mine in December, 1999. Tn your letter, reference was made to certain changes with screening and
crushing facilities which would be addressed within a revision to be submitted in the near future. As we
discussed on site during the recent inspectioq information regarding the "construction material stockpile"
near the riprap stockpile should be included in the n-vision submittal. Other relevant issues disci>ssed
during the inspection include the need for necessary air quality permits to be in place prior to resumption of
activity, and the need for any proprosed increase in coal production beyond currently permitted levels to be
addressed by technical revision.
Finally, in We confusion surrounding permit transfer to Lodestar, certain issues raised in the February, 1999
Mid-term review letter were never addressed. i Have enclosed Section V "Decision to Require Revisions",
from that letter. OuLStanding Items (2, 3, 4, and 5) should be addressed within a technical revision to be
submitted prior to resumption of operations.
Please contact me if you have any questions.
Sincere ~~~
Dan .Mathews
Environmental Protection Specialist
ce: Mark Wayment, Lodestar
Denier File
