-15- <br />have completely cut through the deposit. These areas are found not to be <br />alluvial valley floors. The larger of the two areas totals 11.5 acres, but <br />the residential access road which passes over the area reduces the acreage to <br />below 10 acres. <br />A third area identified as having alluvial deposits is located at the mouth of <br />Steven's Gulch and along the North Fork of the Gunnison River. Low terrace <br />deposits along the river are identified as to be alluvial valley floors, but <br />the designation of deposits in the upper part of the area is questionable. <br />Deposits at the mouth of Steven's Gulch mapped as Qpc on Plates 1 and 2, of <br />the AVF Phase I study are identified as slope outwash deposits. As such, they <br />do not strictly meet the definition of unconsolidated stream laid deposits. <br />On the other hand, since they are located within the flood plain-terrace <br />complex, they cannot be eliminated as upland deposits. Since these deposits <br />fall into neither category, the appropriate AVF designation is unclear. <br />However, because much of the area is occupied by flood-irrigated orchards, the <br />Division feels these areas of the State are worth protecting for their <br />agricultural contribution and are therefore determined to be Alluvial Valley <br />Floors. On the basis of the information provided, the North Fork of the <br />Gunnison and it's associated alluvium in those portions of Sections 29, 30 and <br />31 in T13S, R91W, and Section 36 in T13S, R92W which lie to the southeast of <br />the Fire Mountain Canal including the area mapped Qpc are found to meet <br />criteria of alluvial valley floors. Alluvial deposits located upslope <br />(northwest) of the Fire Mountain Canal failed to meet the water availability <br />criteria, and so were given no further consideration. The alluvial valley <br />floor along the North Fork continues downstream, as shown on Map 5-2. <br />The operator will be affecting 11.4% of the Terror Creek watershed. This area <br />and the adjacent Terror Creek were not considered in the Division's original <br />Alluvial Valley Floor determination August 20, 1981 and therefore were <br />considered for this permit revision. The operator did not identify any areas <br />along Terror Creek that contain significant bodies of alluvium. Most of the <br />deposits are colluvial in nature and confined to the immediate stream <br />channel. The Morrell Camp area contains primarily colluvial deposits and as <br />such does not meet the definition of alluvial valley floors. <br />East and West Roatcap Creek were also not determined to be alluvial valley <br />floors. The sediments are predominately colluvial in nature and are too small <br />to support agricultural activities. <br />In reviewing the original application, some concerns were raised over whether <br />CWI proposed to use augmentation water that would normally supply an AVF. CWI <br />responded by showing that Terror ditch and West Reservoir waters supply Garvin <br />Mesa and an irrigated area known as "the Basin", both of which are out of the <br />valley floor complex and are not alluvial valley floors. Therefore, CWI will <br />not be impacting an AVF as a result of using their water rights to augment. <br /> <br />
