-13- <br />This on-going sampling program will serve to satisfy concerns to the quality <br />of waste rock refuse pile material and verify predictions of impact to <br />post-mining ground water quality. <br />V. HYDROLOGIC BALANCE: (2.04.5, 2.04.7, 2.05.3, 2.05.6(3), 4.05 <br />A. Surface Water <br />Fora description of the surface water hydrology of the mine area and permit <br />revision area, and a discussion of the impacts of mining on surface water, <br />please refer to the Surface Water Hydrology and Climate portion of Section IX, <br />Probable Hydrologic Consequences and Cumulative Impact Assessment of this <br />document. <br />CWI's baseline surface water collection for the permit area consisted of <br />reviewing existing baseline studies on the area, compiling a list of water <br />rights on file with the State Engineer, identifying water resources using <br />aerial photographs, and actual on the ground surveys. Only one concern was <br />noted with the baseline study that pertains to an area outside the first five <br />year permit term. CWI has not obtained right of entry to conduct on the <br />ground baseline surveys on the two tracts of land totalling 286 acres within <br />the East Roatcap Creek drainage basin. These lands are not scheduled to be <br />undermined or otherwise affected by CWI during this 5 year permit term. <br />Although CWI feels the existing studies including aerial photographs are <br />adequate to characterize these lands, the Division disagrees and feels field <br />verifications are needed. Therefore, the following stipulation is imposed. <br />Stipulation No. 2 <br />CWI SHALL COMPLETE THE ON-THE-GROUND FIELD VERIFICATIONS OF SURFACE WATER <br />RESOURCES ON THOSE LANDS FOR WHICH RIGHT OF ENTRY HAS NOT BEEN OBTAINED. THE <br />RESULTS OF THE SURVEY SHALL BE APPROVED BY THE DIVISION PRIOR TO CWI <br />UNDERMINING OR OTHERWISE AFFECTING THESE LANDS. <br />The surface water quality, diversions, sediment control, and discharge <br />structures sections of the application have been reviewed by the Division. <br />The surface water information can be found primarily on pages 43-54 of Volume <br />lA and Pond Appendices of Volume 8, and 8A of the application. The <br />information has been reviewed and found to be in compliance with the <br />requirements of this section. <br />Ground Water <br />Fora description of the ground water hydrology of the mine area and permit <br />revision area and a discussion of the impacts of mining on ground water, <br />please refer to the Regional Geology and Ground Water Hydrology portion of <br />Section IX, Probable Hydrologic Consequences and Cumulative Impact Assessment <br />of this document. <br /> <br />
