Potential mining related impacts to both surface and ground water are and will continue to be
monitored through the life of the active mining operations and the reclamation liability period.
Surface water dischazges are monitored and regulated under applicable provisions of SCC's
CDPS Water Discharge Permit from the Colorado Department of Public Health and
Environment -Water Quality Division. Both surface and ground water are monitored and
monitoring results reported to the CDMG in SCC's Annual Hydrology Report.
4. Noise Abatement Technieues -Equipment operations and coal haulage and general site traffic
will result in noise in the project area and along access -and haulage routes. Noise from
equipment operations is not expected to be a significant concern since most operations will occur
in mine pit azeas which will tend to contain any noise and most operations will occur at some
distance from noise receptors, resulting in a buffering effect. Haulage and general traffic noise
wiL be limited to corridors along the main access/haulage routes previously identified. There
should be no increase in noise over current conditions.
5. Landscagi~. Earth-Moving, Visual Screening Plan- and/or Landscape Plan -The proposed
highwall mining operations will occur within final pit azeas and will not generally be visible from
surrounding areas, therefore, visual mitigation measures will not be required.
Reclamation Plan
1. The design postmining configuration is addressed
under Tab 20 of the CDMG PAP.
2. Proposed Future Land Used and It's Locations -Planned reclamation activities have been
designed to restore all disturbed azeas to a combined postmining land use of rangeland for
livestock grazing and wildlife habitat.
3. Reclamation Plan Including Contours -Detailed reclamation plans have been developed,
submitted and approved by the CDMG as an integral part of SCC's Mining and Reclamation
Permit application (refer to Tabs 19 through 22 of the CDMG PAP) and are included under the
existing SUP approval for surface mining operations. ~ ~ - - -
Management of reclaimed areas will focus on restoration consistent with the approved
postmining land uses and meeting applicable permit commitments and regulatory requirements
for hydrologic restoration and revegetation success. There is a minimum reclamation liability
period of 10 yeazs following permanent seeding under the applicable CDMG regulations to allow
review and evaluation of reclamation success.
4. Landscape Plan Including Plant Materials -The detailed Revegetadon Plan developed, submitted,
and approved as a component of the SCC Mining and Reclamation Permit application (refer to
Tab 22 of CDMG PAP) addresses revegetation practices and materials.
5. Weed Control Plan Per Weed Control Act of 1996 - A number of noxious weed species aze
known to occur in the vicinity of the Seneca IIW Mine and the potential for weed infestations
exists with any land disturbance activity. SCC has an active weed control program for all active
mining and reclaimed mine azeas. This program includes regular monitoring of disturbed and
reclaimed areas for any noxious weed infestations.
