Highwall mining will not resuh in additional surface disturbance in the designated mining areas <br />since the coal will be removed by underground methods from the existing surface mine highwalls <br />and retention of adequate support pillars of un-mined coal wiA prevent ground collapse and <br />surface subsidence. - <br />4. Tvpe of Equipment on Site -The following major equipment units are being utilized for existing <br />surface mining and reclamation operations at the Seneca IIW Mine. Job Res~nsibi&ries and Workshifts -The highwall muting equipment <br />can be operated by a crew of 4 to 7 employees. Including management and maintenance staff, <br />highwall mining operations will employ approximately 20 employees on a,three-shift per day <br />operating basis. <br />7. Phasing Plan - Highwall mining operations for the Seneca TIW Mine will occur as the final phase <br />of [Wining prior to site reclamation. Contingent on powerplant requirements and coal production <br />demand, mining of remaining surface-mineable coal reserves is currently scheduled to be <br />completed over the next seven Veazs (2003-2010). Hlghwall mining will follow final surface coal <br />removal, as each acdve pit azea is mined-out, and be completed within six months to four yeazs. <br />8. Date of Commencement -Refer to No. 7 above <br />9. Completion Date - At current production rates, it is anticipated that final surface coal production <br />in the Seneca IIW Mining Atea will be completed by 2010. Highwall mining would follow <br />completion of active surface mining operations in each active pit azea, potentially extending the <br />period of active mining operations through 2014. <br />Reclamation operations would be initiated following completion of ail active mining in each <br />active pit area- Typically, reclamation is completed within approximately two yeazs following fmal <br />coal removal, initiating the mandatory 10-year reclamation liability period. <br />10. Locations of Stockpiles for Topsoil. Overburden.
