<br />The OSM and CMLRB has had nine years to correct the many errors and <br />deficencies (not all enumerated) but has done nothing to preserve or <br />improve the environment on this ranch. We can if necessary point to <br />other areas in northwest Colorado. We ask that the OSM and the CMLRB <br />furnish an $8,000,000.00 (8 million) bond to insure that all areas of <br />this ranch be restored and remain as it was before mining activities <br />began, haul road exempted. Since more than 5 years hae passed we will <br />consider the release of jurediction over this ranch. Sun Coal vould be <br />given time to remove their property. <br />We will expect this issue to be solved this year. We will insist <br />that issues and problems be culminated in the same manner es OSM and <br />CMLRB reclaimed the HMG oil tank site and the court ordered off permit <br />area reclamation. The CMLRB has set the criteria so let's be sure all <br />areas receive the same standard. <br />We request serious consideration of Sun Coal and CMLRB removing <br />themselves from our ranch. This could be accomplished by a retroactive <br />order or agreement whereby Sun Coal would make certain that water from <br />the mined area would not drain onto my land and transferring all haul <br />road responsibilities to us. CMLRB would agree to be relieved of all <br />control, inspection, etc. of our land. Details for our portion of this <br />arrangement would be available in a few weeks. <br />We are willing to discuss all problems with anyone interested. <br />Sincerely, <br />ohn A.
