Flood irrigation on the AVF is by diversion of unaffected Trout Creek
water. Subirrigation does not play a major role in maintaining the
agricultural productivity of the AVF, but the quality of alluvial ground
water would be maintained above the material damage suspect level of 3
mmhos/cm due to the fact that aquifer recharge occurs primarily in the
spring and early summer when stream salinity levels are lowest, and the
alluvial water would be further diluted by the low salinity Trout Creek
irrigation drainage water.
Alluvial Valley Floor Monitoring
Hydrologic monitoring as discussed in Section VI.A and B of this document
will be sufficient to verify projections and monitor effects of mining on
the quality and quantity of water supplying the identified alluvial
valley floors.
VII. Water Ri hts and Replacement - Rules 2.04.7, 2.05.6(3)(a)(ii
3~C7Z'1 ~f'~ .. C~A-7R R
Ground water rights are discussed in Section 2.04.7(1) within Volume
and are recorded in Table 9 of Volume III. The location of wells is
marked on Map 15 of Volume V.
Ground water rights within Twentymile Park exist for water found in the
Trout Creek sandstone aquifer, the Trout Creek alluvium, the upper
Williams Fork sandstone aquifer and the Middle Creek alluvium. The
utilization of ground water from the Trout Creek sandstone was not
classified in great detail, but is used for domestic, industrial and
irrigation purposes. The other aquifers' water is used domestically
(TABLE 2).
TABLE 3 documents the ownership of ground water rights in Twentymile
Park, Cyprus Western Coal Equipment Company (CWCC) controls most of the
bedrock aquifers, while individuals own all the wells in the alluvial
aquifers. Nevertheless, CWCC controls 88% of the adjudicated ground
water in the basin.
TABLE 2: Ground Water User Classification in Twentymile Park
Water Utilization Classification Domestic,
Irrigation Domestic Stockwatering Commercial,
& Irrigation
Trout Creek SS Volume 15 8 5 311
% of Total 4.4% 2.4% 1.5 91.7
Trout Creek Alluvium
Volume - 27
% of Total 100%
-29-
