Long, <br /> Division Director <br />DATE: September 3, 1992 <br />TO: Cathy Begej <br />FROM: Larry Routten~~ <br />RE: CCMC Vegetation Sampling <br />Prior to our (Tony Waldron and myself) trip to CCMC earlier this <br />week, you indicated that there was some confusion in the CCMC <br />permit regarding revegetation success standards. While putting <br />together the report on our vegetation sampling, I looked through <br />the CCMC permit in order to determine what success standards apply <br />to the reclaimed mine site. <br />Correspondence from the Division and from Perma Resources is <br />included in Section 2.05 of the permit in reference to success <br />standards. This information expands on the reference to vegetation <br />reference areas found on page 4.15-3 of the permit. Mention is <br />made of a cover standard of 302 set by the Division in a 1/14/85 <br />memo by Mike Savage for areas previously disturbed by mining. Only <br />a small percentage of the reclaimed area (I would guess 10-202) <br />covers areas shown on Map 3 as previously disturbed. The remainder <br />of the reclaimed area is in the pre-mine grassland community. <br />Since such a small area was previously disturbed and since topsoil <br />was spread over the entire reclaimed area uniformly, it seems most <br />appropriate that comparison to the grassland reference area be used <br />as a means of determining revegetation success for the entire site. <br />If the operator wishes, they could apply the 302 standard which is <br />included in the permit for those small areas previously disturbed <br />by mining. <br />I have not seen the vegetation data which the operator has <br />collected this summer so, I cannot comment on that data. However, <br />the results of our sampling on .September 1 and 2, 1992 showed an <br />average vegetative cover of 31.62 on the mine site and 44.752 in <br />the reference area. Based on our data, the vegetative cover on the <br />reclaimed site is less than 902 of the cover in the reference area <br />at the 902 confidence level. <br /> <br />
