Species diversity: <br />1. Perennial grasses shall provide at least 25% relative production. <br />2. Alfalfa shall not exceed 75% relative production. <br />3. No single species shall exceed 75% relative cover. <br />IV. OBSERVATIONS AND FINDINGS <br />Division's finding that the 10-year liability period has been completed. Figures 3 and 4 in the <br />bond release submittal show the chronology of reclamation on the bond release blocks. The last <br />reclamation work conducted on the bond release blocks was the installation of rock-lining in <br />permanent gully PG 7-1 in Spring 1999 and reclamation of monitoring wells in December 2001. The <br />reclamation of wells is not subject to a minimum liability period prior to bond release [Section <br />3.03.1(5)]. Restricted interseeding, and rill or gully repair of limited area extent have not occurred <br />in the last five years. Figure 3 shows the last seeding on the bond release blocks occurred in <br />November 11, 1991, on about 6 acres in area 61. A 10-year liability period following that work <br />expired in November 2001; therefore, the Division finds that the bond release blocks have met <br />Section 3.02.3's requirement fora 10-year liability period for revegetation. <br />Revet?etation Success <br />Collection of vegetation sample data. Exhibit 4, Appendix A of the bond release submittal <br />describes the methodology that CYCC used for satnpling vegetation in the undisturbed reference area <br />and in the bond release block. Exhibit A also contains the data collected. CYCC collected [he data <br />in 2000 and 2001 utilizing a plan previously approved by the Division. The plan was designed to <br />ensure randomness of samples and a statistically adequate number of samples. Cover data were <br />collected along 50-meter point-intercept transects. Production data were collected by hand-clipping <br />vegetation in one-half square meter quadrat plots located along the transects. The Division reviewed <br />CYCC's methodology in the field during an inspection on June 19, 2001. <br />Statistical methods used for comparing vegetation sample data. CYCC compared cover <br />percentage means and production means from the bond release blocks to 90% of the means from the <br />reference area. <br />CYCC's comparison of revegetation and reference area sample data. Cover values are <br />compared in Tables A-1 and A-2 of the bond release application. Production was determined from <br />dry weights of clipped samples; the data are shown in Tables A-11, 12, 15, 16, 19, and 20. Diversity <br />values aze compared in Tables A-6 and A-8. <br />Comparison of cover sample data to cover success . Vegetative cover examined during the bond <br />release inspection appeared consistent with the sample data in the bond release application.
