Phase III bond release requirements remaining to be addressed in this findings document. The <br />Division has found in previous bond releases that CYCC has completed Phase I and II reclamation <br />obligations, including: backfilling and grading slopes to the approximate original contour, replacing <br />topsoil, re-establishing drainage and controlling erosion, establishing vegetative cover that is <br />progressing toward supporting the post-mining land-use, and removing structures. <br />The only Phase III bond release requirements that remain to be addressed in this findings document <br />are: <br />1. Completion of l0-year bond liability period; <br />2. Minimum of five years since the last restricted interseeding, and rill or gully repair; <br />3. Documentation of final revegetation success; <br />4. Proof of post-mining land-use capability; <br />5. Return of disturbed areas to the approved post-mining land use; <br />6. Completion of the final steps in hydrologic reclamation plan (removal of drainage control <br />structures and sealing drilled holes); <br />7. Division's consideration of long-term hydrologic impacts; <br />8. Protection of ground water and surface water hydrologic balance as specified in the Act <br />and the Regulations. <br />CYCC's Postminina Land Use and ReveQetation Success Criteria <br />The approved postmining land use of Mine t and the Eckman Park Mine is pastureland to support <br />livestock grazing, rangeland, and wildlife habitat. <br />As set forth on pages 780-136-2 and 3 of the permit application, Mine 1 and the Eckman Park <br />Mine's revegetation success criteria are: <br />Cover: <br />Herbaceous cover must be at least 90% of the reference area cover value with <br />90% statistical confidence. <br />Production: <br />1.
