Gentlemen: At the request of Mr. Sherman of the Rockcastle Company, I traveled to the subject mine on the morning of July 26, 1983 to inspect the haul road to Pit No. 4. This is the haul road for which Hydro-Triad, Ltd. prepared a design report dated June, 1981. I discussed the methods used during construction of the haul road with h!r. Sherman, who directed the entire construction process. Based on my visit to the site and conversations with Mr. Sherman, it appears that the construction completed to date is in substantial compliance with the design assumptions. The designs allowed considerable latitude on the part of the field engineer. Because of changed conditions encountered in the field, several departures from the original design were made. All of these changes were in conformance with. the original design with regard to stability. These major changes were: 1: In order to reach a final elevation about 100 feet higher than originally planned, without steepening the grade of the road, the length of the road was increased by extending it up the unnamed tributary drainage. (Sta 25 + 00 approx.) 2. Because the extended road intercepted an additional drainage, ~ another culvert was added, (approx. Sta 24 + 00) •' 3.
