Rule 2.05.3(3)(a) requires"...plans... describing...removalof <br />mine support facilities in the permit area including...utility <br />corridors..." <br />One of the few remaining facilities on site is a transmission line <br />with three power poles which crosses the southern portion of the <br />affected area from east to west, terminating near the former office <br />trailer location. It does not appear that the line has any current <br />or future use, given the approved postmining land use of wildlife <br />habitat, but plans for removal are not specified in the reclamation <br />plan. The reclamation plan should be amended to address removal of <br />the transmission line unless justification for retention can be <br />provided. <br />2.05.3(81. and 2.05.4(21(e1(viil and (f1 <br />4. Page 124 of the application (1/88 revision) references a <br />temporarily covered portion of the underground development waste <br />pile, which had 0-4 feet of overburden cover. The narrative states <br />that "observations will be made to determine if the seedmix is <br />adequate, if overburden will support revegetation, and if less than <br />4 feet of non-toxic cover can be used." Other portions of the <br />application, findings, and the final refuse certification indicate <br />that four feet of cover was placed over the refuse. If portions of <br />the refuse pile were covered with less than 4 feet of overburden, <br />the location of these areas, and cover depths replaced should be <br />specified. If all portions of the refuse pile were covered with a <br />minimum of 4 feet of overburden, the text should be appropriately <br />amended. The method used to verify required cover depth should be <br />described, and if you have documentation of cover depth <br />verification, we would request that it be submitted for inclusion <br />in the application. <br />5. Page 135 of the application (revised 7/11/88) sets forth a <br />soil sampling plan for the top two feet of the regraded refuse <br />cover material, on a 300 foot sampling grid, to include tests for <br />fertility characteristics, pH and acid-base potential. <br />Analytical results from 15 soil samples from the reclaimed area <br />were included in a Reclamation Information report dated December <br />19, 1988. Sampling locations are apparently those indicated on Map <br />2.05.4(2)(c)-2 "Final Contour Map with Soil Sample and Cross <br />Section Locations". Analyses were provided for pH, salinity, <br />fertility, and texture, but acid-base potential as specified in the <br />application, was not included. If acid-base potential was <br />assessed, the relevant report should be submitted. If acid-base <br />potential was not assessed, an explanation should be provided, and <br />the narrative on page 135 should be revised accordingly.
