Much of the reclamation plan narrative beginning on Page 126 <br />was written prospectively, prior to 1988 when a major portion of <br />the reclamation was conducted, and is therefore outdated. It is <br />recommended that the reclamation plan be updated by inclusion of a <br />summary description of the reclamation which has been performed to <br />date, and the remaining reclamation tasks to be performed, along <br />with an updated schedule for completion of the remaining tasks. <br />7. Page 130 (revised 6/7/93) contains an updated reclamation <br />narrative, and refers to sub-areas as delineated in Table <br />2.05.4(2)(b)(3) (revised 3/3/89). Sub-area designations on Page <br />130 do not correspond to the sub-area designations used in the <br />table. Area #6 describes the powder magazine road (#3 in the <br />table), Area #7 applies to the remaining portion of the access road <br />(#6 in the table), and Area #8 applies to the sediment pond and <br />lower segment of the permanent channel (#7 in the table). Area 8 <br />in the table (drill hole reclamation) is not addressed in the <br />narrative on Page 130, nor elsewhere in the reclamation plan. <br />Page 130 should be revised to correspond to the sub-areas as <br />designated on Table 2.05.4(2)(b)(3), and a plan describing the <br />method of reclaiming each exploration hole, other bore hole, or <br />well as required by Rule 2.05.4(2)(g), and 4.07.3(1), and (2), as <br />applicable, should be included. <br />8. Discussion of sediment pond reclamation on Page 130 states <br />that the major drainage channel will be relocated so that it runs <br />through the bottom of the draw after the pond is removed. The text <br />should clarify that the culvert which currently passes disturbed <br />drainage beneath the major drainage channel a short distance above <br />the pond would be removed, along with the associated collection <br />ditch, and that the channel segment which currently bypasses the <br />sediment pond would be reclaimed. Also, the plan should clarify <br />whether existing berms, which prevent overland flow from entering <br />the main drainage channel will be removed. <br />9. Updated versions of Map 2.05.3(4)-2(a) "Post Reclamation <br />Drainage System Map", Map 2.05.4(2)(c)-2 "Final Contour Map with <br />Soil Sample and Cross Section Locations" should be prepared to <br />depict the final drainage system and topography following final <br />reclamation of the pond, collection and diversion ditches, and road <br />segment adjacent to the pond. An additional east-west cross <br />section through the reclaimed sediment pond and road segment should <br />also be provided, as well as a longitudinal profile of the segment <br />of the main drainage segment to be relocated. <br />10.
