Virginia <br />Gunnison, Colorado 81230 <br />Re: Relocation of Office, Shop, and Warehouse <br />Dear Steve: <br />As we discussed by telephone yesterday, and in our previous <br />conversations, Oxbow Carbon and Minerals, Inc., Sanborn Creek Mine <br />is in the process of evaluation of the current mining system and <br />surface facilities. We are considering, but have not yet decided <br />on, the possibility of a longwall mining system. <br />During our evaluation, we have concluded the existing equipment <br />repair shop and warehouse facilities to be obsolete and oversized <br />for our current requirements. We have already established an <br />underground shop and warehouse in the Sanborn Creek Mine, close to <br />the working areas. We would like to relocate a small surface shop <br />and a small receiving warehouse to the East Yard Area of the Elk <br />Creek Facilities. <br />The site chosen would require a long run to tie into the existing <br />leach field system, and we would prefer to establish a separate <br />leach field for the relocated shop and warehouse. At a future <br />date, we would also like to relocate a new office in the same area, <br />and would design the septic tank and leach field to accommodate the <br />office, shop, and warehouse. <br />I have enclosed two drawings to show the proposed plan. The first <br />drawing is of the existing facilities, and shows the buildings to <br />be removed. The second drawing shows the proposed layout, and the <br />buildings to be added. <br />Mr. Rich Stenson, of the Gunnison County Environmental Health <br />Department plans a site visit for Wednesday, July 24, 1996, for the <br />purpose of preliminary evaluation of the site prior to submitting <br />the application for the septic tank and leach field system. After <br />his visit, we will finalize the system design, and submit our <br />application. <br />P O.
