Surface Water
There were no adverse impacts anticipated on surface water quantity or quality
in the area of the mine. No mining activity was to occur within 500 feet of
the major local drainages. All drainage from the disturbed area was to be
controlled and routed to a sediment pond before discharge into the local
waterways. This plan was subsequently followed, and no impacts on the surface
water resources of the permit and adjacent area have been revealed by
monitoring. Surface runoff from the pit area, following reclamation as
proposed in the permit renewal application, will continue to be routed through
the sediment pond in order that this runoff meet applicable quality standards
before entering the natural drainages. As a result, there should be no
adverse impacts by the proposed operation on the quality as well as the
quantity of surface water in the area.
Cumulative Hydrologic Impacts
There are no other permitted mining operations so situated as to have the
potential to cumulatively impact surface or ground water resources in company
with the Colorado Coal Mine No. 1. If nothing but the proposed reclamation
takes place at the mine site in the future and runoff from the reclaimed area
is routed through the sediment pond as required by Rule 4.05.2(1), there
should be no impacts to the surface or groundwater quality or quantity in the
permit or adjacent areas.
Pursuant to Rule 2.07.6 (2)(c), the Division finds that the proposed operation
has been designed to prevent material damage to the hydrologic balance outside
the permit area.
VIII. Water Rights and Replacement - Rules 2.04.7(3), 2.05 .6 (3)(a)(ii)(iii),
There are no changes to this section. The operator is in compliance with the
requirements of this section.
IX. Alluvial Valley Floors - Rules 2.06.8 and 4.24
There are no changes to this section. This Division has made a negative
determination for the existence of alluvial valley floors in the permit area.
The proposed reclamation and renewal applications are in compliance with the
requirements of this section.
X. Climatological Information and Air Resources - Rules 2.04.8,
2.0.42 h 2.5.6 and 4.
There are no changes to this section. The application is in compliance with
the requirements of this section.
-g-
