XI. Topsoil - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d) and 4.06 <br />The baseline information in the 1983 Findings is still accurate. Updated <br />stripping and reclamation data was supplied on the revised pages 2_.2-8 through <br />2.02-12 of the renewal application, received on November 15, 1988. This <br />information states that prior to the cessation of mining in the test pit <br />approximately 9,000 cubic yards of topsoil and subsoil were stockpiled. The <br />overburden which was stockpiled from this pit was tested and found to have SAR <br />values ranging from 0.2 to 7.0. These values are acceptable for revegetation <br />purposes. With this overburden covered with 16 inches of subsoil and four <br />inches of topsoil, the reclaimed area will provide an acceptable media for <br />revegetation. <br />The remainder of this section remains as presented in the 1983 Findings <br />Document. The Division finds the Topsoil section of the permit application <br />and renewal to be in compliance. <br />XII. Vegetation - Rules 2.04.10, 2.05.4 (2)(e) and 4.15 <br />The information presented in the 1983 Findings remains accurate. There were <br />several stipulations imposed in this section pertaining to success standards. <br />These issues have been resolved as described below. <br />1. Stipulation No. 6 required the establishment of a shrub density <br />standard. On January 14, 1985, Mike Savage of MLRD proposed to <br />accept CCMC's suggested standard of 333 stems per acre (Memo to <br />Gregg Squire-MLRD). On March 14, 1985, Perma sent a letter to <br />MLRD agreeing to this standard. Therefore this stipulation is no <br />longer necessary. <br />2. Stipulation No. 7 required that a plan be submitted to the <br />Division at least 60 days prior to the use of herbicides or <br />pesticides, and receive written approval from the Division prior <br />to the use of any herbicide or pesticide. <br />This stipulation shall remain in effect. <br />3. Stipulation No. 8 required a discussion of methods of determining <br />revegetation success including cover, productivity and woody <br />plant density. <br />This stipulation was responded to by Perma in a letter of <br />January 7, 1985. This letter has been inserted in the permit <br />application after page 2.05-47. <br />The requirements of Stipulation No. 8 have been satisfied; this <br />stipulation is no longer necessary. <br />-10- <br />
