INTRODUCTION -This proposal calls fora 5.1 acre expansion to an existing sand and gravel mining extraction <br />operation togetherwith continued gravel screening, crushing, washing, asphalt and concrete production. A key <br />element of the request consists of a "one-time" mining effort in a new location on the sRe. The request requires <br />that a Class II Land Use Permit be obtained from La Plata County. <br />The accompanying narrative statement and maps are intended to describe the proposed and existing <br />operations in relationship to the site's assets and constraints and how the activity relates to larxi use regulations <br />and policies established by La Plata County. On May 15, 2002 the Division of Minerals and Geology approved <br />an amendment to the existing permR for the Thomas Gravel Pit. The reader of this narrative statement is <br />encouraged to consult the 112 Permit Application to the Colorado Mined Land Reclamation Division, February, <br />2002, by: Greg Lewicki and Associates for speafic construction details, and scientific information not presented <br />herein. <br />LOCATION -The site of the gravel removal and processing operation consists of 34.8 acres 1.5 miles north of <br />Hermosa, and 700 feet west of US Highway 550 in the "North" La Plata County Planning District. The site is <br />also located part of the North'/ of Section 36, Township 37 North, Range 9 West of the New Mexico Principal <br />Meridian. <br />EXISTING LAND USE -The site under consideration is a single leased parcel of land located with in a larger <br />parcel presently owned by: Donna Thompson and Colleen Bryce. The leased site is somewhat irregular in <br />shape and is 2800 feet in length north/south, and 850 feet at ils widest easUwest point. Historic uses are mining <br />activities and, an abandoned waste waterfreatment plant (WWTP). Other uses and activities whose locations <br />area indicated on the accompanying Land Use Map include: <br /> <br />Use ~ - <br />Descri tion <br />Abandoned W WTP A series of lined ponds and appurtenances, such as: diversion structures, piping and <br />fencin . <br />Dredged Area A former gold dredge sRe consisting of an excavation approx. 200 ft. wide, 900 ft long, <br />and u to 60 ft. dee . <br />Existing Mining Area A 1.5 acre area within the "dredged' area serves as the recent source of sand and <br />ravel resources on the site. <br />Staging Area This area serves as a resource stockpile area. Portable process equipment has also <br />been located within this area. <br />Buildin s A 4,000 sf indoor stora a buildin and a 1,440 sf office and scale. <br />Soil Stock ile To be used Burin reclamation efforts. <br />Flood Control Dike Constructed in 1953 b the US Arm Co of En ineers 8 u raded in 1980. <br />The bulk of the site's ground cover is gravel, most of which is within the existing staging area, followed by <br />irrigated and dry land meadow and pasture. Areas of the sRe adjacent to the Animas River are consistent with <br />those typically found adjacent to the river. Perennial ground cover in the vicinity of the river is less than five <br />percent due to the lack of soil. The river banks are dominated by stands of cottonwood trees and willows. <br />Topography of the sde is considered to be "flat" in nature. The land slopes towards the east at an average rate <br />of one percent. The Animas Valley Consolidated Irrigation DRch is adjacent to most of the ste's westerly <br />boundary. <br />SURROUNDING LAND USE -The surrounding land use in the vicinity ofthe subject property is considered to <br />be of "low" intensity. The predominate use is agricultural, consisting of grazing/pasture land and single family <br />residences on large parcels. There are no non-residential or public owned uses in the area.
