(a) Two unreclaimed coal mine refuse piles exist adjacent to <br />Coal Creek, immediately upstream from the Colorado River. <br />These refuse piles exhibit exposed coal refuse and certain <br />drainage control ditches, which are subject to erosion. <br />Erosion of the piles and ditches could cause offsite <br />transportation of untreated refuse material. The exposed <br />refuse may also be subject to spontaneous combustion. Proper <br />reclamation of these refuse piles and the associated drainage <br />control structures along the piles would significantly reduce <br />these hazards to the environment. <br />(b) The Coal Creek Diversion, and associated culvert and <br />crossing structures which are situated between the two refuse <br />piles, require extensive reclamation work in accordance with <br />Technical Revision No. 32. This work includes, but is not <br />limited to, concrete wing wall installation, rock rip rap <br />installation, and channel reconstruction. This reclamation <br />work is necessary to prevent Coal Creek runoff from diverting <br />out of the existing Coal Creek Diversion, into the adjacent <br />refuse pile and associated sedimentation control pond. <br />(c) Numerous structures exist at the site which may present an <br />attractive nuisance hazard to the public travelling along <br />Interstate Highway 70 and the local County and BLM (Bureau of <br />6 <br />
