Explain how the stormwater drainage will.be handled on the site. <br />Hall-Irwin will prepare a stormwater Management Plan pursuant to the Colorado Department <br />of Public Health and Environment, Water Quality Control Division regulations prior to mining. <br />n. Method and time schedule of removal or disposal of debris, junk and other wastes <br />associated with the proposed use. <br />Hall-Irwin will remove and dispose of waste or other debris according to State and local <br />regulations. The debris will be removed prior to the beginning of mining in each phase. <br />o. A statement delineating the need for the proposed use. <br />Aggregate is a fundamental construction material that is used to build roads, foundations, <br />driveways, walls, floors, even countertops and sinks. According to Colorado Rock Products, <br />every person consumes an average of 10.5 to 11.5 tons of aggregate annually (Colorado <br />School of Mines Study for Jefferson County). The average 2,000 square foot home requires <br />400 tons of sand, gravel and construction aggregates (Source: Mineral Information Institute). <br />Because this natural resource is limited in supply and location, Colorado Revised Statutes <br />1973, Section 34-1-302(1) prohibits the use of any property located within an area <br />designated in the Colorado Geological Survey Atlas of Sand, Gravel, and Quarry Aggregate <br />Resources Colorado Front Range Counties, Revised 1975, as containing mineral deposits in <br />a manner that would interfere with the present or future extraction by an extractor of a <br />commercial mineral deposit. <br />p. A statement which explains the Use by Special Review area is not located in a <br />floodplain, geologic hazard and Weld County Airport overlay district area; or that the <br />application complies with Chapter 23, Article V, Overlay District Regulations as <br />outlined in the Weld County Code. <br />This property lies within the South Platte River floodplain (FIRM map panel number 080266 <br />0995 C, dated September 28, 1982).
