~\
The den adobe fireplace flue shows a crack from the ceiling
to the mantle. The same wall along the fireplace and north wall
shows a crack from mantle to floor. Cracks have developed on the
south wall of the den along the corner and above the door leading
to the porch.
The living room north and south walls and above the beamed
opening leading to the den show cracks from beam to ceiling.
The bedroom next to the living room shows cracks above the
doorways and corners and around windows.
The bathroom west of the bedroom shows cracking around the
windows and corners.
The kitchen and the northwest corner have minimal damage.
By moving westward through the house, one will notice the size
and quantity of the cracks diminish.
Stucco is showing signs of major movement, especially the
southeast corner and northeast corner. South wall shows peeling,
which is a sign of moisture behind the stucco, paint or both.
The east, north and south walls all show signs of cracking and
movement.
Where roof metal panels meet parapet wall, tar has been
applied. Every time movement occurs, another layer of plastic
cement or tar has been applied to stop leakage.
The distance from the railroad to the house, not to the garage,
is 600 linear feet. Underground mining Plat shows the mine has
mined coal 1/4" north of the railroad, using scale as 1"=2,000
feet, which would calculate to 400 feet and would put the coal
mining operation as close as 200 feet from the Tatum residence.
Pages 118-122 of the Regulation of the Colorado Mined Land
Reclamation Board states the regulations for coal mining
operations. This section deals with subsidence and also with
monuments to monitor subsidence. Monuments should have been
installed to monitor subsidence at least quarterly. As far as I
can tell, monuments are not in the vicinity of the Tatum
residence but are down river approximately two miles according to
Plat.
Stipulation No. 28 states, "The permittee shall perform a survey
of the five potentially affected adobe constructed houses on a
quarterly basis, in conformance with the requirements of Rule
2.05.6(6)(C)(1)(D)." I am not aware of this stipulation being
followed at the Tatum or any of the surrounding residences.
