(c) Thiis special use proposal incorporates reasonable means to create any environment harmonious with that of the surrounding properties. Staff: The special use appeal is of short duration (August through December of 1998) and linked to a specific public safety project (Pueblo Dam Modification, Project No. 60-CO382). No additional means are proposed to make the extraction and processing activity more harmonious with surrounding properties. (d) The special use will not adversely affect the public health, safety, or welfare. Staff: The unlimited hours of extraction and processing activity may have adverse affects on the surrounding residential areas. The short-term affects/costs of the project will need to be weighed against the long-term public safety benefits of the dam reconstruction project. RECOMMENDATIONS Staff recommends DENIAL of this amendment to Special Use Permit No. 479 unless the applicant can provide additional documentation to support the request to the satisfaction of 'the Planning Commission.
